NAVFC, I am not going to discuss the USS Liberty as that hasn't anything to do with this topic. France was not complaining, in this instance, about Israel simply flying over Lebanon. They flow eye ball to eye ball near French troops and the French felt that was menacing and were contemplating firing. It appears also that the Germans and Israelis exchanged fire previously, and the Germans felt threatened by the IAF.
It is one thing to say you want to monitor the Syrian border, which I am not sure would be effective for Israel and menacing troops from France and aggravating them and also harassing a German naval ship. I am sure you would agree that there is a difference between what you were talking about and what I am talking about. How would you feel if someone's fighter plane comes way too close? Would you feel that is hostile? What are the rules of engagement being relayed to these IAF by the higher command? They shouldn't be enflaming troops Israel invited to come to Lebanon. It does not make sense. That is all I am saying.

You may not feel the need to discuss the USS Liberty, but to say it has nothing to do with this topic is simply missing the point.

Assume you're French and sitting in a ship while American supplied F-15s dive at you while you sit there like ducks in the water.

Any competent naval captain would know the facts surrounding the USS Liberty atrocity. 34 dead, 173 wounded, a 70% casualty rate, of closest ally of the same air force now flying at you.

Those Israeli pilots are fortunate the French naval commander had a cool head with two seconds left.

I can assure you that had that been an Israeli ship and those French planes, they would have been shot at.

[Damage assessment teams later counted more than 800 hand-sized holes in the ship, inflicted by rocket or cannon fire. The holes made by the thousands of fifty-caliber machine gun rounds were too numerous to count. There was also the terror inflicted by the napalm weapons dropped on the ship. Add to this already destructive firepower the effect of a torpedo with a 1,000-pound warhead impacting at the waterline amidships and tearing a forty foot hole in the side of the ship and one begins to comprehend the scope of the offensive onslaught of the Israeli Defense Forces against USS Liberty.]
