Seems we will not agree much you wish for the simple tag Liberal or conservative. These won't fit for all. There are conservative ideas like don't spend too much that work well. There are liberal ideas like invest in education that work very well. When it comes to social policy or geopolitical tactics liberal and conservative do not define these things.
Fidel Castro is a Socialist very liberal economically free education Free Health Care. When it comes to free speech and political opposition he very repressive. He is President for life (Dictator), but still we call him liberal.
You can't put Fidel or Bush in the simple tags of Liberal and Conservative.

Who calls him 'liberal'?
He isn't liberal economically. Liberal economics are not communist command economics. His economics are communist. From each according to his ability and to each what is left after Castro and his thugs get at it. That ain't liberal.
