Moldy Rutubaga has, and many others too.
I am going there in 2 weeks to take a diving course. I can fill you in after that time if you wish. |

There are some beach bars and Manila tourists, and other tourists. The beaches aren't as white or as pretty as Boracay, but Puerto Galera does attract the tourists.
Generally speaking, nothing much is in Puerto Galera itself except for a few stores and a lot of boats. The beaches a few km's away at WHITE BEACH, and the divers area is a few km's the other way at SABANG. The diver area also has the go-go bars. White Beach has the beach activities.
Generally speaking Puerto Galera area has great diving, and great views, it's sandwhiched right up against some mountains. If you can, go up to the a small golf course that is located up on a mountain that overlooks the entire bay. Absolutely beautiful up there.
I've been there about four times...not because it's great, but because it isn't bad. I'd probably go again as well, no doubt about it. |

I booked a place called Big Apple. You can get a double room there for $40 a night (2 rooms, 2 double beds) or a single room for $30 or so. Their dive shop is one of the cheaper ones as well.

I really liked this place: http://www.tamarawbeachresort.com/
The Premier Cottages are lovely. Very clean, AC, cable TV and right on the (quiet) beach. |

Much cheaper ways.
I've been to Puerto Galera at least 3-4 times. I've always gone to some bus station (forget which, but listed in Lonely Planet guide). They take you right down to the port, and then you get on a boat. Don't know the cost, but would be significantly less than that.
Another route I took once was to go some Australian expat lodge in Manila. Forget the name, but it's also listed in the Lonely Planet guide. It was slightly more expensive than bus, but still absolutely nowhere even close to a $130.00 range. |

Swagman is a dump though. Stay at Citystate Hotel for a night and then take the bus they have there. It is the same as the bus from Swagman. |

I'd visit Puerto Galera but getting there is a bit of a hassle with the combination of bus and ferry. Oh well. |
