Satisfy my idle curiosity: if you plan to drive without insurance, how would you settle the claim were you to kill or injure a third party?

I'm legal, but the car isn't in my name. I just got a license and paid half on the fees.

You ask if "these things" are necessary.

But if you don't plan to drive without insurance then I'm already cooled down. Cool

No insurance...no registration...and that's the way it should be!
You idiots driving without insurance, etc....obviously are just skating through life trying to screw over on someone, get something for nothing. If I hit a sore spot...then we know you're one of the bad drivers!
If you buy a car from a private party...you can bet that person wants the car out of their name!
Used car lots are all over the place!

I just went through this two weeks ago. Get a Korean friend to help you unless your Korean is very good. You have to have insurance, as other have pointed out, to register the car. I did the whole process (with a friend) in a day. You need a certificate of residency from your dong, and insurance, as well as the car's documents, of course, to proceed. It helped me a lot to have the previous owner at the certificate place with me, as it turned out there was some outstanding fees or something she had to satisfy.

As I said, the person selling me the car had some legal/financial encumbrance to take care of. She went to the registration place with me. I highly recommend the same.

Used cars in Korea are cheap. If there are potential legal hassles, find another car. You don't need to be trying to negotiate with Korean bureaucracy. It took the woman who sold me her car, as a Korean, almost an hour to deal with the registration on her end, before we even got to transferring it to me.

You do need insurance to register it, so you need all of the vehicle information to get the insurance. GET A KOREAN TO HELP YOU.

By the way, the wording of the op clearly indicates at least a passing interest in not having insurance, registration etc.

Yes, hell is now officially freezing over, but I do agree with hellofaniceguy (even if he is being a bit lead footed about it). Driving without insurance is an incredibly irresponsible thing to do. I don't know how it is treated legally here, but hopefully someone caught driving a couple of tons of steel on a public road without insurance will get at least a little taste of jail time.

Of course it's a law. It would also make sense to abide by it, if you have to have insurance to be registered. You'll either be driving around without plates, getting tickets all the time, or driving around with someone else's plates, potentially getting them in trouble. It's pretty cheap to get insurance, as you can get a year for just a few hundred thousand won, so it's better to just get it. Repairs, parking, and gas should be your true monetary concerns.

As for buying one, I have no idea. Check the Buy/Sell area on various ESL sites floating around, and something might pop up.

I know where you can get a free car. One of my co-workers got fired and just parked her car at Incheon on her way out in 2003. You might have to pay the W7 million in parking fees, though.

Yeah, I just filled my tank for the first time. O man won! Shocked

I mainly intend to use it to do some touring on weekends. I got a 93 Elantra with 62,000 miles (it started its life in the States and was shipped over, so it has "miles", and a heavier, more powerful engine) for 400,000 won. Insurance, tags and car cost about a million.

A car for everyday use, especially up in Seoul, would really be expensive to maintain and feed. Mine I can park on campus and take out for an occasional weekend, so it shouldn't be so bad.
