But for the embassy-seizure -- which was an act of war, let us not forget -- Tehran has mostly barked and sniped, backed terrorists, and blackmailed the Reagan Admin., etc.
As Gates's position indicates: this is a nuisance and a threat to be dealt with but not a direct military threat to American security that calls for war. At least not at this time. |

You ought to take a look at Graham T. Allison/Harvard's "bureaucratic politics" school (standard-operating-procedures and rules-of-engagement, etc.).
And no I am not surprised that some program, somewhere out of Washington, might be funding Russian reasearch and/or technology which is one way or another finding its way into Tehran's hands. The world is increasingly interlinked and isolating such govts as the Iranian one will become more and more unlikely in the future. |
