Panda, it seems that Sam Slade was given a robot cigar to help him with his nicotine addiction. His cigar is apparently named 'Carlos Sanchez Robo-Stogie' and weans him off cigars by steadily decreasing the amount of nicotine available in each draw, or intake.

In the picture you can see of Sam by following this link there is another robot attached to his belt. I personally don't know what that robot was for but certain functions spring to mind.
