Yeah, you can open an account in places Thailand with just a tourist visa at some banks. The problem is you won't get an ATM card. No problem, as these banks you simply go in, fill out a withdrawal form, show your documents, and get your money. This route requires a bit of planning to ensure you don't run short of funds on a Saturday afternoon at 2 p.m. but you'll be carrying coin on you anyway.

Of course you wouldn't be able to open these accounts from afar, but if you go through the trouble to open an account, you'll be returning to that country in the future. Why would one open an account in a country to which he'll never return?
