What you really want to know, is it currently registered (plated) under the OP's name?

Having papers means nothing if the previous owner didn't properly (legally) transfer the bike to the new owner.

I have the papers for the bike. And it's legally registered under my name.

Ownership of the bike can be transferred. No issues there
