Yes because you can't take time off that you would normally teach classes. Hence the playing around with the school calendar. You are entitled to X vacation days but you can only cash them in during testing weeks and major school but not official holidays. Your school needs to clear it before it counts as a vacation day. Otherwise its just an unexplained 'You didn't feel like coming to work day'

Having X vacation days doesn't mean your guaranteed to use them. And as far I can tell there's nothing in the contract that explicitly says that. Which is why they can get away with that Stalinist policy that you can only take vacations during certain times of the year.

Or force you to take a vacation earlier then you want so they can stack camp dates.
