No. Buyer just needs copy of sellers id, and a signature of sale on a paper.

You may be correct, unless the process has changed.
The only way to do with only one party present is if the seller stamps the docs with their personal stamp (every Korean has one, 도장, but most foreigners don't require it unless to make selling cars easier!) AFAIK. Useful when the buyer and seller have different province!

Maybe just a copy of the sellers ID will suffice if it's sold by a foreigner, maybe different City Halls have a different interpretation of what to do?

I bought a used car in Korea a few years ago, and at that time, the requirement was for both parties to be present at city hall to change the name on the registration. It may have changed, and the information about the do jang might be correct, too... But another new thing is that city hall will require the buyer to have either a Korean drivers license or a current international license to buy the car. In order to get a Korean license, you need a notarized copy of your domestic license. I have heard that in some areas, you also need that notarized copy to validate your international/domestic license in order to buy a car, too. Its definitely not as easy as just paying the seller the cash and getting him or her to hand over the title so you can then go the city hall and register it. (Unlike pretty much every other country where that is the case).
