My guess is that Korean immi is not stupid. If there's one thing about Koreans, they know how to adapt and improve. They are bad ass when they have to perform next to a lot of other people. I ain't Korean either. I am telling the truth. Now. Having said that - These guys 99% of the time make careers out of immigration. They've been dealing with the fake degree stuff for a long time. Take your chances, and you might get away with it a few times, but karma will always catch up to you. Sure, some people will always get away with it, do ten years in asia or more and never get caught. Some. Not all. Some.

I understand your skepticism about how easy it may be but I also think Korean immigration is behind the times. I don't think they are stupid, its just too complex of a thing to handle. It would be for any country. Imagine the USA trying to verifty docs from 7 different non english countries? Given the wealth and resources it would still be a herculean task.
I think the very fact they ask for apostilles and such is because they DON'T verifty directly with the source of the documents. The HR dept of the company you apply to in America don't ask for these things. Why? They verify directly. You never have to submit a copy of your diploma, transcripts, background check and have them all apostilled. They do it themselves.
Its not something immigraton departments do.
I'd love to find out the number of people actually working here with false docs. I am confident it would shock a few of us. I think part of the reason some of us are skeptical is partially because we would be angry some are here wtih falsified docs we all worked so hard to get like a degree.
Look at something as complex as counterfeiting currency. Yet its sill done and why there are so many new safeguards always being introduced. I wouldn'tknow where to begin to duplicate currency accurately enough to even try but with very little tech skills I thought of ways already in my head how one could circumvent the Korean requirements.
I would also question the typical Korean mindset as one that adapts. Hogwan owners and even public schools have been making the same mistakes for years. One would think that with all the people who skip out after a few months or weeks for the same reasons year after year they'd know why and save themselves all the cost of it. Either they know and don't adapt or they are still clueless.

This is a big problem everywhere. Even the old Dean for MIT for 28 years faked her diplomas.

The Massachusetts Institute of Technology does not feel the same way. It has abruptly accepted the resignation of its dean of admissions after she confessed that she didn't have the undergraduate or graduate degrees she had added to her rsum over the 28 years since she joined the M.I.T. admissions office.

Also a resume is required but I've never once had any prior company I worked for in the states called or contacted. With the exception of teaching jobs where they would expect the appropriate teaching certificate they don't check on that either. But its a requirement. If one didn't have a degree and given the economy I can see a few more folks than usual trying it...and being successful in fooling immigration. If they work for a couple years the money they save would probably be worth it to some. So, they eventually get caught and kicked out, never allowed back. So what? Again I wouldn't recommend it but I can see it being done.

I didn't go into debt just so I could be treated the same as a fraud.
