the hagwon owner can't arrest him for deciding to change his mind at the last minute. At worst its a breach of faith. not criminal

If he can't get a letter of release, he can't do a visa run. In hindsight he should've planned the move a bit better

What you suggested is spot on. His only leverage is to threaten to report to the labor board about pension and if hes not getting that, he might not be getting medical or overpaying. The leverage on pension is enough for the owner to back. It's a federal crime and he could lose his license to hire foreign teachers, if he's doing it to the korean teachers too. He's double screwed

He has to report it first though, the hagwon needs to get that official notice before they're take it seriously. And he's gotta make sure the letter of release is filed the same time or before he cancels the investigation
