Oh is that where they are hiding? As come to think of it, I rarely see police cars at all for that matter out and about anywhere.

Follow up:

To my complete surprise, the police removed the speakers from the store yesterday.

I did call and complain 3 different times, but it must have come from somebody else as well.

I guess persistence is the key

The noise pollution can be pretty bad in some areas. You really have to consider that when you move (I know too late for most of you). Our new place is pretty quite which is much nicer then the place we lived in across from the kindergarten.

i've found that the noise pollution is terrible in Seoul. It's one of those things that Korea just has to grow into as it develops.

loud music or TVs in the gym
people staying up late at night watching TV at ungodly volume levels
people chatting loudly on their cell phone outside in a residential area at 2am
ajossis hocking up huge loogies anywhere: outside, the park, even the gym shower

along with the horrid super-bright white lights that burn your retinas i hope korea gets rid of the noise pollution someday

although, the noise level in seoul really isn't too different from NYC or any other major city. so we can't complain too much

Around 8am? Toughen up. If you can't stand noise starting around 8 am, I think you need to go to a much smaller town, or go home.

But yes, noise is regulated via law.

You mean it is regulated via bylaw.

Noise pollution is not a criminal act, just a fineable one, although most of the time the cops will just get the offenders to turn it down.

AFAIR, the current bylaws cover noise levels before 9am and after 10pm on weekdays (12am weekends). Noise levels between those times have MUCH more leeway. It would have to be pretty bad for the police to do something about noise during the day (try to get them to do something about the noise during election time).

On a similar note... Opposite me, some Korean dudes are building a 4 storey apartment (small building site, 10 or 15 men). They are a pretty diligent bunch, working 6.30 to 6.30 everyday. The only problem is that everyday means Monday to Sunday. They never have a day off, which in turn means neither do i, or anyone else in the 15 storey block i live in. I don't know if anyone has complained yet ( as i write this at 7.28 am, they are all hammering away) But it is starting to piss me off, and as i have been on holiday for the past 2 weeks, and had to be woken up when i could have been sleeping, this has ceased to be funny. Are they really allowed to work 7 days a week on construction jobs surrounded by apartments on all sides? Surely the law must take into account to needs of the residents of the area?

What are my options?

Some guys in our apartment building decided to cut a hole for an aircon hose in the foot-thick outside wall at 11pm a few weeks ago. I was really, really close to pounding on their door. I was searching all around trying to find the apartment doing it, but didn't find it before they stopped.
