I think Wikipedia has like 280,000 foreigners in Seoul and 854,000 in South Korea. I think the number must be around 380,000 now for Tokyo.
Keep in mind these stats include ethnic Koreans and Japanese with foreign passports. |

There are many groups and clubs where you can easily meet people with common interests. www.toastmasters.org has over 30 clubs in Korea, and most go to a bar after the meeting.
The poster who said wait at a subway station is hilarious. If you do that, be sure to put out a hat in front you so you can make spare change in the process. |
