Actually, depends more on your connection than your system hardware. As long as they are running at least a Pentium II class system with 64MB of ram they will be okay. But of course more is better.

My dad used to have just a PI 166Mhz with 32MB of ram and we did okay on MSN and Yahoo.

for the phone, you just need a headset with a mic attached. That will run at a cost around 9,000 to 30,000 depending on the quality of gear you decide to get.

After you plug this into your computer, the rest is FREE as the software is based on a p2p platform.
