The Philippines would be my choice based on economics and quality of diving spots. As mentioned earlier, lots of places in Thailand are dived out and in some diving, not just in Thailand requires a bit of boat travel to get to the site. From Peurto Galera in the Philippines, not far from Manila, you can get to wrecks etc. quite easily and the prices, at least in the past, were very reasonable. |
