Depends on what you are getting.
Cable/internet package and no contract = yes (as high as 66k won).
Sign a 1 year contract and usually, no.

I kept finding people jumping onto my IP (slowing down speeds to snail pace) until I changed the settings with the ISP.
beware, they will leave your IP open to anyone unless you specifically tell them. |
