A properly endorsed letter of instruction from the account holder to the bank (branch specific), delivered by 1st class airmail mail, with copies of the relevant ID (passport, ARC if she has a copy) and bankbook are sufficient.
A translation of the letter into Korean would probably facilitate the speed (since there wouldn't be any misunderstanding or need to get it translated to be understood by the bank staff).
3rd parties do not need to be involved.
You can call the bank on their international number (82-2-2008-2000) - extension 7 for English service during regular business hours and they can help you as well. They will ask some specific questions to verify your identity before they will give specifics about dealing with your account.
