No, I think you've got that bit wrong.

What you should be saying is that severance pay will be paid when the NET finishes working for good with that particular employer (i.e. that MOE or POE), rather than paid at the end of each individual one year contract, as has been the case for many NETS until now.

Severance pay and the re-signing bonus often seem to be confused. Perhaps that's because for a lot of people they tend to be roughly similar amounts. But they shouldn't be as they're not the same at all and if people read their contracts properly it's perfectly clear what the difference is.

And how could a re-signing bonus be withheld until the time when the employee actually decides NOT to re-sign?!
