Yes, it is. The shock was not finding the money but that it somehow got in their bag in the first place and they didn't notice it. |

2 million won isn't exactly a large sum of money, but it could mean something to someone. Your 'friend' doesn't know how they came by the money, no where. Sit on it, wait a few months, then keep it IMHO. For that small sum, I wouldn't involve the police unless you had specifics (and you don't).
One issue: Is it cash or 'supyo' (checks)? If the money is in 100,000 won check form, those numbers can be traced. If 'your friend' really wants to find out the owner of the funds, they could therefor go through the issuing bank.
Cash? Sit on it. Then buy everyone on the board a beer or three. |

If you hand it to the police and no one claim I believe it belong to the person that found it.

| If I heard someone had lost it or it occurred to me where it came from then I would give it to the person(s) otherwise the rule of finders keepers takes effect. |
