I've used a fan all summer the past few summers, and my electricity bill has usually been about the same as it is the rest of the year, or maybe 2,000 won more. I don't use a huge fan or anything, though, so that might account for why it's not more. I'm considering getting a dehumidifier or a larger fan (saw a huge metal one for 55,000 won nearby my office a month ago) for this summer.

A 6 pyeong (or 19 square meter) wall hanging A/C will consume 0.65kW per hour.
If you run it say� 10 hours/day than it will use 195 kW in 30 days.
How much extra you pay for the A/C will depend on your basic monthly usage. If you normally use around 100kWh a month (7,000 Krw or so) than following the above example, you will use 295 kWh altogether and it will cost you 42,000 Krw.
If you use it 5 hours/day on average than your total monthly usage will be 197,5kWh that will cost you 21,250Krw.
Basically if you have a small unit and use it with moderation than it doesn�t cost much.

A fan uses 40-60 W/hour similar to a lamp. If you use said fan for 10 hours/day than it will result in 15 additional kWh on your bill and that will cost you an extra 2,800 Krw (again using the 100kWh normal consumption)

I use a wall hanging air con for many hours a day in a small apartment and pay about 50,000 won a month instead of 8,000 won a month in the winter for electric. I'm happy to pay for the comfort. I won't judge others who want to scrimp and save and suffer. To each their own.
