HAHAHA! Oh dear. I know those feels man, had experiences similar to that recently. I'm taking cash on the upcoming summer vacation!! Banking is filled with complete imbeciles, internationally. |

Read my post. They are both visa debit/check cards. They contain the Visa, Cirrus, and Plus logos. They do not work outside of Korea despite the lengths I went to to get assurances that they would. No mention of needing any signed paper to "unlock" them outside of Korea was made. How am I to know their banking procedures if they insist it will work and that there is nothing more to do?? So I want a bank that is guaranteed to work.
And as far as having a backup, having 2 bank cards from 2 banks WAS my backup. That and I do have money in banks here, which I did not want to use, but had to. The message on ATM machines in the USA is "card restricted."
And the stupid lady from IBK has been in contact with me and INSISTS they should work, and that the machines I am using must not have proper logos. Have tried multiple machines during all times of day and matching bank open hours in Korea.
Bottom line.... these banks block foreigner transactions at the ATM

my apologies. i didn't read the visa part.
however, no one should get a card with a cirrus or plus logo on them. ever. even if it has a major cc company branding on it. it's asking for trouble and compatibility issues down the line.
it seems that even though keb is the "foreigner friendly" bank here in korea, many foreigners have trouble with their very basic check card services.
i recommend shinhan. no troubles whatsoever, their visa-branded atm/debit card (no cirrus, star, plus, etc. logos) work in every single country i've been to as has their asiana-branded cc i use.

| With my KEB card they had to unlock it in their computer system, I had to ask. Still I don't trust it though. |

I used to have an international IBK card but I could only use it overseas when the banks were open in Korea, i.e. overnight M-F in Canada. I can't say that's the issue with you, but give it a try if you can.
And I'll chime in and say KEB is the way to go.
If anyone ever doubts how insular Korea is, just look at this. Especially for such a small country, to have such issues with using a bank card overseas in 2013 is ridiculous. But hey, I'm sure there are others here who remember when even domestic Korean cards were only accepted at ATMs during bank hours here. Even the bank across the street from me now locks the doors to the ATMs at 9pm or so. |

| My KB star ATM card for outside Korea only worked during Korean banking hours. It worked in every country I traveled to. Europe, NA and Asia. Three different cards from three different branches of the bank in three different cities. |

Ok..... Big news.... Important for posterity...
IBK did an extensive check and found that I had updated my passport in the last year. They claim this is why it would not work. I created the IBK account on my old passport.
My question is... how could the bank know this and block transactions? Our entry and exit info at immigration is shared with banks??
Next step is to give them the new passport number and send the card home for my parents to try (keeping balance at near nothing first, until the card arrives). |

Heck, NH still shuts down its card for a certain period of time at night. Nothing is more frustrating than paying a bar bill and your card won't work for another hour or so. |
