A little known fact, but one which has been proven by Korean mythbusters - placing wet newspapers on the windows not only prevents them from being blown in during a typhoon but also cools down the apartment by 10C degrees.

I wear all linen if I have to go outside. Inside, I suck it up and pay the AC bill.

I stay naked for as much of the day as possible. It helps keep me cool. I tried to get my woman to do the same. I failed.

wet/dampen your clothes before going out.
Get a wet towel and put it over you when you're too hot at home.
When you get out of the shower, don't dry yourself (temporary respite).
Drink a lot of cold water. You'll notice you don't piss much at the moment, you body is trying to cool itself - work with it.
Walk everywhere in the shade (its not too humid now because its stopped raining).
Don't wear close fitting clothes like t-shirts.
Like others said, cover the windows. I also don't open them until late at night AFTER Ive checked if there's a cool breeze (for my gfs benefit).

However, the best thing Ive discovered is; stop dwelling on it, accept that its hot and get on with it. These whiny people around me who are always complaining (and in the winter its the opposite temp. they're complaining about), seem constantly stressed to me.
I simply don't care.

Or walking anywhere in the US in public. You couldnt pay me enough to wear that in public.

Does it come with instructions? E.g. 'In order to ensure maximum ventilation in hot weather, walk ten paces behind any males in the vicinity'.

Fill a used 1 liter water bottle with tap water and put it in the freezer. Once it freezes, wrap it in a light towel and use it for a head rest, or under your knees, or armpits. Cools you down, and with a fan should do just the trick.

I'd love to open my windows at night, but when I do I invariably get woken by someone yelling at the top of their voice at 3am.

Works great in a dry heat. But with humidity, wetting yourself will make you feel like you're in the pit of hell. The humidity here is most insane. (According to a Korean American from Florida, it is more humid here than there. According to some Texan tourists, it is almost as humid in Texas but not quite.) It's very humid. Shade has no effect in humidity.
