I definatley think you need need some stats to back that statement up Smile

Remember almost half the population lives outside of metro Seoul. And a good chunk of people live in small to medium sized cities (anything under 1 million). So maybe 18-ish million don't live in a major city, let's call them 'rural'.

Based on my observations, I'd estimate at least 25% of 'rural' kids don't go to hagwons of any kind for whatever reason. Pretty often it's the same kids that are in the lower end of grades in every subject. And of the kids that do go to hagwons, maybe half go to a hagwon for longer than 2 hours a day. Also, tons of these kids don't go to an English hagwon.
