Boss being a jerk about air-con

Air-con is a case-by-case thing with employers and housing.
Just get a portable one and then sell it at the end of your contract (I've seen them on craigslist and in costco amongst other places). Or, get a nice fan. The only chance you have is if it is stipulated in your contract, or your boss won't budge. As previously mentioned by other posters, it is viewed as being a luxury item/expensive. Many homes don't use air-con, and just leave the windows open with a fan on (hence why you see a lot of kids with several mosquito bites in the summertime).
