Finish your PhD. You keep saying that finishing up won't be a problem, but that's what 98% of the people who never complete tell themselves. And a huge percentage of those who begin a doctorate never finish up. ABD is zero help going forward. Zero.

I don't care what your decline is; if you want to work in academe, in the long run having a completed doctorate will trump TAing for a couple of semesters every single time. And don't forget that most universities only count your teaching experience gained after the completion of the terminal degree.

Sorry, but it sounds like you're looking for an excuse to not finish. Just get it done and then worry about job prospects.

The OP asserts that "working at a SKY uni, even only part-time, can be a real investment into my future chances." The OP further asserts that finishing "the PhD won't be much trouble, but it would delay my job start for one another year." The OP declares that "I would start in Sept 2016." The OP further declares that "by then I will have an ABD PhD, but" the OP admits that, according to the party offering this opportunity, "he said this is more or less irrelevant." The OP raises 4 queries:

1. What is the salary for a Kangsa?
2. What would be a good way to get a visa?
3. Are you sure? what about the ABD in my case?
4. Also, if there is no visa involved, I would think those 강사 positions are rarely filled with foreigners?

All of those have been answered as follows: low; embassy application; irrelevant; and yes. PRagic, it is clear that the OP is in possession of all necessary details to proceed in this matter, is enamoured of acronyms such as SKY and ABD, and does not wish to receive further advice or suggestions of any kind, especially if contrary to their own formed opinion. Unless the OP raises new questions, the matter seems to be closed.

We all know that ABD means All But Dissertation. But when I was ABD, I said it means All But Done. So, I did it. I got DONE!!!! You do it. Get DONE!!!!!! So many never get DONE what you see ABD after a professor's name, and it has been that way for years, and their time is long up and will always be Joe Smith, ABD. Their positions are always bad ones. No better than profs. that only have an MA.

And, as others have pointed out, this postion just screams, "I am illegal, accept me and boy oh boy will you get burned."
