Here think about this:
There are approximately 675,000 high school students who take the test every year.
Let's assume it costs the government approximately 10,000 won per student to prepare and administer the test; research, question selection, pretesting, printing, scoring the results, etc.:

Assume 75% of high school students have taken hakwon lessons in three years of high school to prep for the test:

| 675,000 students x 75% = 506,250 students |
Assume their parents have spent AT LEAST 200,000 a month on hakwon fees:

200,000 won x 36 months = 7,200,000 won per student.
7,200,000 won per student x 506, 250 students = 3,645,000,000,000 won. |

6,750,000,000 won (government expenses for test) plus 3,645,000,000,000 won (parents expenses for test) =

$3,043,125,000 a year. |
This one test, given only once a year, costs Korea approximately $3 billion every time they give it.  |
