As someone who has actually lived there, I wouldn't say it is that bad. Its downtown is rundown and a bit of a dump, but other than that Wonju is ok. No western food to speak of minus KFC and McDonald's, but some would consider that a good thing. Chiaksan National Park is fairly close and very scenic. Chilling by the creek on a warm summer's day is quite pleasant.

I would have no problem living there again, just as long as I had a different job from the one I had there before.

Damned with faint praise. If the quality of your daily life is of some value to you, if the scene that confronts you when you look out your window each waking morning, and the streets you stroll each day while living your life is an integral part of your existence is important to you, then a place such as Wonju is not where you want to serve out whatever purgatory has sent you to this land. Oh, there are worse places. At least the air is good. I've never been to Ulsan, but I've been told that if God wished to give the planet an enema, Ulsan is where he'd put the tube. Cheers.
