I rung up my local police station back home lastnight and told them what I wanted and they said that they only give it out thesedays if the person is getting a visa or staying in another country. He said that many people want it before they go to a job back home but they refuse to give it. I guess that everybody would want one then.

I have to go there with my birth cert. but since I can't (as I'm in Korea) I said was it ok if my mother went and no problems there. It will take some time so I will probably be working and get it later. If the school doesn't like it then they can lump it!!
