Its called a passport.
Looks to me like the US should worry about being able to catch up with the demand for passports before issuing a national ID. |

That's right. We spend only 4% of our GDP on national defense, but somehow we manage 24/7 surveillance of the entire populous. Wow, surveillance productivity is sure at its peak in the US. |

I'd wager identity theft in Korea is a bigger problem than back home due to their obession with ID cards. |
