It's a problem with your school's administration. Seen/heard of this happening too often.

It's a total lack of respect on the school's and the children's parts. This shouldn't be going on. Especially in a foreign teacher's case. It's totally rude.

I'd make them hold chairs over their heads for a few moments. Then if they ever started acting up again, all you would have to do is look at the offender, turn to the rest and say "Do you want to hold chairs again?" Use peer pressure to discipline, it's more effective than just about anything else.
