I don't know how the security clearance works, but there are certain places that are less suspicious than others and might work well. Maltese for example was originally a dialect of Arabic and (apparently) is intelligible with Tunisian Arabic. Malta is a Catholic country, it's an island, and it's a member of the EU. Making places like that exceptions for prospective agents might be a good idea - if a person spent 3 years only in Malta for example it would be easy enough to confirm that through the authorities whereas in an Arab country out in the middle of nowhere nobody knows if the person has crossed a sandy border to join a camp for terrorist training or not.
