Reminds me of when Klein tried to solve the panhandling problem in Alberta by offering down-and-outers free bus tickets to Vancouver!

I was hassled a great deal in Scotland and in Halifax, of all places, but not very much in Alberta where there's a lot more antipathy towards beggars. "Can you help me out?" "Sure-- there's a restaurant around the corner looking for a dishwasher!" The solution is simple; don't give these lazy leeches money.

I don't think it's a good precedent to make panhandling illegal, but certainly aggressive or abusive begging needs to be stamped out if tourists are to feel safe. I liked Vietnam very much, but there were so many people hassling me to buy junk that I'll never go back. I wonder who has the same memory of Vancouver?

I remember graduating into the '91 recession, a student loan, hustling to find even short term contract work. I would quip to some of these able bodied white pan handlers "Sorry, man, I spent all my money on an education."

I remember the squeegee kids were a big thing around the time the Ontario supreme court struck down the law against topless women in public. The fear was female squeegee kids would be providing a topless window cleaning service. Hrm. I got a loonie for that, I suppose. But it never came to pass.

The Gas Lamp Section of Vancouver was something far beyond imagination and far beyond mere "pan handling". If there is any idea that Canada is somehow "quaint", the thought will be eliminated after a visit.

Of course in Vancouver the pan handlers are very proactive. "Hrm... look someone left this car here in a parking garage. I'm sure he would have wanted to give me the contents of his car if he saw me pan handling on the street, so I'll just save him the effort and carry off his valuables..."
