It is also quite possible that "foreigners" counted as criminals may include ethnic Koreans from China, the U.S., and elsewhere.

I haven't made a post in ages but I couldn't resist this one.
I can remember the beginning of 2002 when the Korean media covered the same old tired ground. Using the crime statistics creatively in an attempt to whip up some anti-foreign hysteria. (Especially the Korea Herald and that paragon of even handed reporting - KBS).
Irresponsible quotes to the effect of "foreign crime wave hits Korea" were bandied about quite frequently. As I recall it went on until even the Korean Herald couldn't fly in the face of reality any more and eventually alot of the papers carried the true crime statistics.
It turned out that if you took a thousand Koreans and a thousand foreigners and compared the average crime rate per capita, the crime rate for Koreans was more than SEVEN TIMES that of foreigners.
I hope I don't have to endure another six months of xenophobic nonsense before some reporter decides to admit the truth.

Thankyou Shapur. I didn't have those stats, but one can guess pretty easily. Key words in the phrase being "on the rise" ... as going from totally insignificant to ever so slightly less totally insignificant!

Korea, most racist supposedly first world country ever.
