"Sat" means kill.

"Cong" - communists.

The South Vietnamese rangers used to tattoo that word on their chests and forearms, later American LRRP (Long Range Recon Patrols) did the same thing. Their reason was that if ever taken prisoner by the NVA, they'd be killed on the spot.
