You are forgetting the OP's question. We're not talking about individual people, but a country's image.

Iran: Nuclear weapon ambitions (real or not) and Rabid Anti-Americanism by their president.

Sudan: Genocide in Darfur. Also dealings with China.

I have met a few nice Iranian people, so it may be true....Sudan, I doubt it. Plus (unfortunately) the people are judged by the actions of their government.

I will actually answer the question.

A tie between Iran, Sudan, and Israel.

Iranian's are supposed to be the friendliest and most polite people in the world. Thats all you I ever hear about travelling in Iran, how ridiculously friendly and generous the people are. Thats why I find it strange you have chosen Iran. Sudanese are famously friendly and hospitable as well.

I've met both. My Lonely Planet middle east and I quote ' Spending a few weeks with the Iranian people will redefine hospitality as you know it'. They have institutionalised hospitality under the name of 'Taarof'. When I was researching travelling there all I read was how friendly people were. Sudanese are seen as some the friendliest of Arabs by other Arabs. What are you claims based on. They seem so contrary to everything I have heard.

Plus (unfortunately) the people are judged by the actions of their government.

That leaves America and a host of Western countries *beep* then.

I am referring to 2 things....the country as a whole....and the individual's generalised behaviour.

In no particular order......

Saudi Arabia because of strict Islamic Law

Israel because of difficulties with the Palestinians, terrorism

Japan because it's seen as a bit humorless and strict

Korea because of dog-eating

Germany because of the Nazis and "no sense of humor"

France because of arrogance

Britain because of bad weather and bad food. I think British food is great, but you know, we're dealing with cliches here, eh?

America because of stupidity, guns, Bush, Iraq, other conflicts, support for Israel, racism and obesity

Canada because it's seen as just like America but less interesting

Pakistan because it actually does simply suck and ditto Bangladesh

Belgium because it's seen as boring

India and China because they've so many people

Russia for being miserable and queueing for bread

South Africa because of Apartheid

Man, give me a break! What a fuc7ing sap you are!

Zimbabwe because of Mugabe running the country and its economy, currency into the ground. The national identity is almost nonexistent.

The kiwi I know is one awesome guy as a head foreign teacher. He's the best supervisor I ever had who is professional, but casual styled. He has a teaching degree, 11 years of experience, and is great with the kids and teachers. I could not had asked for a better supervisor at a hagwon who is the glue of organization between the director and the teachers.
Definitely not a tosser.

Countries with worst identities? This is not international reputation, but is actually what a country itself is in it's home land. right?

Many of the middle eastern countries such as Iraq, Israel, Syria, and such are bad apples in their identities for corruption, violent and regular bouts war fare, and hatreds that run deep among several ethnic/religious sects of Islam.

I don't know who's dumber, the people coming over here teaching English, or the Koreans hiring them.

Do you hate most whites?
