From what I remember, the accident occured during the World Cup. Not wanting to take away from the Soccer, it was swept under the rug until later. A few months later, the US government refused to hand them over to the Korean courts. Then the sh it hit the fan. After the two soldiers were acquitted in a US Military Court, all hell broke loose.

Just do a search of this site. I imagine that other posters have gone into great detail of the demonstrations that occured as well as the way that foreigners (Most Americans) were treated by the natives.
