I found that my shower problems were caused by not enought gas getting to the hot water heater. Twice a gas company guy came by doing checks on all the apartments on my new building and both times he would open up the heater and adjust the gas flow so the system would only just work. So every time he left I would open up the heater again and turn the gas pipe valve back to fully open.
With the valve almost shut I would only get 30 second showers but but opening up to gas valve I could stay in there all day at full pressure. I guess koreans think that this saves them gas because they don't use as much.
If you don't know what you're doing it's probably not a good idea to muck around with your gas heater. In my case the heater was one of the small wall mounted ones and it was easy to get into. Follow the gas pipe from the wall into the heater and just before the pipe goes into the burner area there will be a small valve.
