You're probably thinking of Indie Suwon, which is on the floor right above Big Chill. It's not a foreign bar per se, but it has a great drink special on Friday nights with W10k for all you can drink well cocktails (add Cass draft for an extra W5k) from 9pm-12am and there's also a live band or two. Whenever I've been there it's usually a mixed foreign and Korean crowd.

Bar Lao near Suwon Station also usually has about a 25% foreign crowd on Friday nights. They have a pool table, darts, a jukebox, and fire shows.
