Here's the point. All of the Korean hogwan owners, managers and teachers are required to attend one of these seminars every year. So, they made one for all E2 teachers too. All E2 hogwan teachers - English, Chinese, Japanese etc. Sometimes they even combine them.
The problem is that they don't really know what to do with the foreign teachers. In some areas they may have no one to put on the seminar, so it doesn't happen. In other areas, someone gets stuck arranging the meeting and it's not a good show. But, the attendees were required to be there, the Korean bosses are happy just to have complied with the rule that says they have to do it, and it's over for another year.
Next year, someone else will be stuck with planning the stupid event. They'll throw together some stuff to fill the time, and get around to announcing the thing a few days before it happens.
It's stupid. There's no profit in it. No motivation to do it. Nobody cares, but it's gotta be done. Nobody wants to go.
Now it's a tradition.
