Close, but no cookie. That spiel has 'Waygeek' written all over it. Moondoggy was just some kid who went into temper tantrums. Waygeek is the hard core hater of foreigners in Korea. I would bet my money that it's him.

Nor would you need to. It could be a reincarnation of either one or just a totally new "You guys are all shite losers that don't deserve to be in K; Go home!" poster with a complex. They pop up often, spout their drivel for awhile and then poof they're gone shortly afterwards.

I hope that don't let you come back. Unwanted touching is NOT ok. For the girl to be angry enough to report it to the police, and for the police to enforce a fine leads me to believe me to that this was a serious offence. They should have left you in jail for a few weeks so you can experience what unwanted touching feels like. Drinking does not excuse your behaviour.

And to the person who said something alone the line of.... The victim probably wasn't a saint anyway. You are equally disgusting. I can assure you, women do not go to bars with the hopes of being molested.

The incident never happened. The OP made it up. He's trolling. Furthermore, the police don't enforce fines. The courts do. Also, hoping someone is a victim of a crime himself by both those charged with enforcing law and those denizens who have violated other laws doesn't exactly give you the moral high ground. From a number of accounts by people who would know, anyway, Korea's jails aren't the hotbeds of sexual congress, illicit or otherwise, those in certain other countries are purported to be.

Again: The incident never happened. The OP is obviously trolling.

Why would someone troll about that? (It makes me mad someone would do that.) That's a pretty horrible thing to do (much like the recent video making news).

Why? They get their jollies by stirring up trouble.

So pathetic. There are some real freaks in Korea's ESL industry. (I wish there was something we could do to reduce their numbers.)

It did happen. I can assure you I am not trolling. I was arrested and held at the police station and some weeks later received the document at my work place. A two million won fine.

I dont think hes trolling.

My girlfriends friend said one guy was taking photos up her skirt. She caught him, went to the police, and he was given a decision to pay her 5 million or go to jail. Unless my girlfriend is lying, which isnt the case I believe the OP

I don't know if this particular incident is trolling or not, but you just literally answered your own question.

If its a criminal fine, the police may do enforcement action based on the courts enforcement order.

I heard of a foreign English teacher who tried to leave Korea having about 10,000,000 in unpaid criminal fines and on exit inspection, he failed to pay again. They held him for the court, who threw him in jail for a year.

Enforcement action by various agencies does happen, when deemed appropriate.
