Been in Busan for 6 of my 7 years in Korea.

I obviously like it better then Seoul.

As others have noted I like the passionate nature of Busanites. The city also has that smaller city feel and has the beach.

I like the scene in Busan as well and the fact that the foreigner community is smaller and more tightly knit.

Busan also has excellent hiking spots and the cost of living is generally cheaper then in Seoul.

That being said, Seoul is a great city to be in as well.

Finally, about the question regarding why more foreigners end up in Seoul...the answer to that seems rather obvious to me and has been stated in here allready: supply and demand plus city size.
