Generally, yes, most of the juicies were listed on USFK's off-limits LIST but often a bar owner would change the business registration (i.e. put it in another person's name), put up a new sign and be once again clear for at least a month or two until the lists could be revised/distributed.

PS. seen the Thai chick working in "Magic" (juicy with a blue sign next to the chicken place across from the Lucky Strike entrance)? Not shabby...
