I reported a cab driver who was rude and drove dangerously - cutting people off, running a red and so on.
I got the code from the dashboard, the licence plate, and a description of the guy. Recorded it into my mp3 player, faster than writing it down.
The great folks at the KNTO helped with the reporting process, and the guy was fined 300,000 won and had to go to traffic politeness school (that's what the KNTO called it, anyway.)
I'd also suggest taking photos of the driver and his card and licence plate with your camera phone, if you have one. Of course, you might piss the driver off because he'll know exactly why you're doing it.
Once I felt I was being taken for a ride (8000 won versus the 3000 it usually cost) and I started writing down his info. He freaked and we settled for 4000.
If you're well-dressed, and look like you could be embassy staff, or a businessperson, then they treat you well. If you look like a backpacker, they're unlikely to worry about you.
But Taxis in Korea ROCK! Here in Montreal they're 4x the price.

I had the same basic experience, except the KNTO forwarded my complaint to the city office that deals with taxi problems. End result - pay a fine (I want to say W600,000, but it's been a few years) or go to jail for six months.
That said, I find most taxi drivers to be okay or even nice. The morons or crooked ones do stick in my mind, though. |

My main complaint would be outside the cab... the ones who refuse to pick you up and drive on by until they spot the nearest Korean... or barring that slow down, then drive off altogether. |
I agree.. often find it harder to get a cab sometimes.. especially in Insadong.. Only had one bad experience in Incheon.. that was about it.. taxis are cheap and as long as I get to my destination in one piece i'm happy! |

i'm quitting taxis as of today.
i decided even before reading this post, its been a gradual long term decision building.
Taxi drivers, almost to a man, are IDIOTS!!
I'm tired of having to assert myself every day over their never ending BS: Racist anti-american comments, driving dangerously to impress you, going the long way on purpose, etc etc..they are just stupid...
Take busses everywhere if you can, less hassle. Unless you are prepared for some sort of conflict everytime you step in a cab. |

I can't pronounce Carrefour with the Korean pronunciation no matter how hard I try, so I couldn't ask anyone for help). |
Just say "gotta pooh" really quickly and your pronunciation will be almost right on the money. I'm not joking, either. |

| When I was in Seoul last week, my friends and I took a taxi, and the driver tried to take an extremely long route to run up the charge. Fortunately, all of my friends knew what was going on and one of them is fluent in Korean, so we told the guy to cut out the nonsense. If it would've been just me in the cab, he could've run me for however much he wanted, I'm sure. |
