inherited computer >> run fdisk, reinstall xp, preferably in a language you can read. try the infamous "corporate edition" (doesn't require activation, widely available at your favorite torrent sites).

if you're still not happy with the way it scrolls, right click "my computer", properties, advanced, performance, settings, "adjust for best performance" or at least turn off all of that fading and sliding stuff.
