In my opinion, I think US Black Angus is the best beef.

This is another strange advertising tactic by ranches used in the beef industry. Black Angus is the same meat as White Angus, yet the White Angus cows cost twice as much and likewise with the beef.

I don't think one can generally tell the difference between beef from different countries, but there is definitely a difference between grass-fed beef and cows that are fed diseased animals, feathers, hair skin, hooves, blood, manure, plastics, drugs, chemicals, hormones, and grain. The difference is that the grass-fed beef tastes worse and doesn't achieve the fat marbling that is apparent in unnatural beef.

Japanese beef is really good on account of the diet of Japanese cows, and the massages they receive. The best steak I ever had was at Ruth's Chris Steakhouse in Hong Kong. That was Australian Beef (according to the menu). Cows aren't like tobacco, grapes (wine), and drugs. Maybe the advertising agency would like us to believe that location matters, but why would it?
