This might get buried, but this is what I do when in need of taxi:

1) Immediately jump into the taxi, don't waste time discussing where you want to go and if he will take you there.

2) Tell him the place

3) If he refuses because it's too close, do not respond by being aggressive. Instead, tell him how you are very tired, and that you are really desperate to call your family, see your loved ones, etc. You can also add how you feel Koreans are great and caring people (which they are mostly in my experience although with taxi drivers this is totally a lie).

4)I have never been refused after step 3, so I'm not sure what I would do if that didn't work.

Note, this works only if you have some decent Korean speaking abilities...

That shouldn't make any difference, because there shouldn't be any "foriegner only" taxis anyway. There should be "English speaking" taxis.

The taxis in Gangnam are alright, the streets are just really wide in some areas. There are plenty of taxi stations, just find one and if they refuse you politely ask them why. I have done this before, sometimes you just need to walk across the street. They also have some kind of tag system in Gangnam. Certain taxis have some kind of tag on their rear bumper to show what areas they go to. Sorry but I forgot the specifications. Itaewon taxis are an art in and of themselves. Yeah it is. Seriously though, it's every man for himself after 11pm. My approach is individual and if everyone did it, it wouldn't work anymore. I just offered some info on Gangnam that can help everyone.

Taxi's have absolutely been the worst aspect of Seoul for me, I lived in Busan before for 3 years before moving here about half a year ago, and never had anything like the experiences I have on nights out in Seoul. The thing is I had travelled all over Korea too, Gwangju, Daegu, smaller places etc. Never had any experiences like I have in Seoul. Shanghai, Hong Kong, Japan, never had experiences like Seoul.

It's ridiculous, I don't understand how things work? It's not a racial thing, I've been stood next to Koreans being refused again and again, the drivers have their lights on or not, depends what they feel like, always empty, slow down, kinda semi-listen to the destination and then speed off with random excuses, usually "예약" which doesn't make sense because they have their light off and they're pulling over to see if your ride is profitable enough, sometimes they talk about their shift ending at 3.30 and they have to go the interchange in 교대 which is fair enough but not at 2AM, it's just an excuse when they see that I am pretty serious about them providing the service that they're legally obliged to provide. It does almost seem to defy logic sometimes how they just slow down, speed up, ignore me when my fare is about 15k from Hongdae.

My experiences have been in Gangnam station, Itaewon and Hongdae betweeen 1-4 AM. I speak to them in Korean, so do the Koreans around me. They try and ignore the meters and charge 3/4 times the regular fare too, they also lock the doors so you can't jump in and lay down the law. Honestly the one thing that finally made me decide that Busan is a better city over all.

I've never had these troubles - but I'm not a drinker. So I'm guessing I miss out on all of this because I'm not usually in these areas at this time.

Sad to hear they're being such arses.

And how many set the scene at Hongdae/Itaewon at Drunk:30?

You don't have to be a drinker to have a bad experience with a taxi. There are bad ones hanging around the airports and other tourist locations. With all of the hullaballoo about taxis and government funding you'd assume the government would take stronger steps to get sleazy cabbies and gypsy cabs off the road.

Eh, don't be too sad about it, as it has a lot more to do with supply and demand than it does with any Korean racism. There's only one big road passing near Hongdae and it's not near the action. Ditto for Itaewon, but worse. Traffic stops dead. Obviously it's going to be tough to catch a cab, and obviously they're going to try to rip you off, whether Korean or foreign.

Either way, when taking late cabs in Seoul I've found that even if they do agree to meter it, they just end up trying to take the most circuitous route possible, making it essentially a wash.

Generally speaking, it seems like some foreigners have consistent trouble trying to catch cabs and others never have any issues at all. I wonder if this harkens back to the freakiest waygook thread.

The 예약 thing I can understand displaced from the situation. Might be a call taxi heading out for a pick-up and hoping for a possible fare that can be squeezed in on the way. It's lame to be on the receiving end but if I can deduce a logical reason for a specific action then I can be more understanding about it.

But the nightlife areas...every single taxi it seems is pulling this crap. After about 20 minutes it starts getting real old.

True, I've had bad taxis on morning commutes who try to play dumb or pull circuitous route stunts. I've had afternoon taxis that prefer to sit in traffic rather than take what I would consider fairly obvious detours or more sensible routes.

But this stuff is one-off and relatively uncommon, and I call the driver out on it generally and forget about it 30 seconds after I'm out of the cab. The night-time stuff is a totally different beast.

Yeah...have to be able to call them on this stuff. It's not the easiest thing to do but on certain common routes I take, I can tell the driver to go by way of a certain bridge or road. But that doesn't always work.
