It's not a case of either/or.
In this instance, it turns out there was the right mix of variables for success. (The people being one variable in the mix.) What happened 50 years ago, particularly U.S. aid/investment/defense/technology, is a big variable too, serving as a kind of impetus. But what would things be like here without that initial impetus? Hard to say.

In other words, would there be TV's everywhere like there is now?

As far as TV viewing, there's a time and place for everything. But blaring them full volume in restaurants and taxi cabs is a bit much. You sometimes have to shout over the TV just to order or hear anything from anyone. At that point the TV isn't enhancing the atmosphere of the place, it's ruining it.

And that's not even mentioning many of the shows themselves...that somehow don't get that much more interesting even after you learn some Korean. Some of those dramas are mind-numbingly tame.

Also, in general, how annoying are those variety shows? Running those at full volume has got to increase blood pressure/stress levels by a factor of 10 for most non-Koreans. The noises, shouting, overacting, and repeating of every other silly face or phrase they utter gets tedious. Ok, it's a guy slurping noodles. It wasn't that funny the first time...

In their favor they do show some good nature and education shows too sometimes. And they do show a lot about their own culture on TV, particularly the food.

One thing that Korean TV deserves respect for- BadukTV.

I can't really imagine a Chess or Scrabble TV station being feasible back home
