Taking a guess. It goes something like this:

From ETIC

Greetings from ETIK.
Did you have a good weekend?
Please send a lecturing resume along with a photograph.
The lecturer Dr. Mitchell Chavez should start from the beginning of November.

Purely habit, I would guess. We're all much more accustomed to having Koreans request/beg/demand work-related documents (resumes, certificates, degrees, transcripts, photos, bios) from us foreigners that you were probably just primed to read it that way.

While your here, can I ask how one can say "Poor Cellphone Reception" Question . Can 수신 or 혼선 be used? Thanks

For bad reception, say 수신상태가 좋지 않아요. 혼선 is more for a bad connexion, like a call gets interrupted by another call. Old land-line phones used to get crossed wires, but I don't think that's the case with mobile phones. 접속 they also use for connexion, but it's more for when we're talking about the internet or moble wireless internet.
