Daegu Bank - Cards you can use to pay for things?

My new account is with Daegu bank in Daegu, but they'd only give me a basic cashcard that can only be used in cash machines. My KB card can be used to pay for things in supermarkets etc. I asked a guy at Daegu bank if I could get a similar card but he don't that foreigners aren't entitled to one at Daegu bank. Is this true or is just another case of keep asking people until eventually one of them 'realises' that they can give me one?
